运用卡特尔16PF对边疆少数民族大学生心理健康状况调查

本文采用问卷调查和田野调查相结合的方法。首先从边疆9省中随机抽取了1000名生源地在边疆的少数民族在校大学生,运用卡特尔16PF对他们进行心理测验,结果发现边疆少数民族大学生心理健康水平显著低于全国一般水平,男生与女生之间的健康水平也存在显著差异。在影响心理健康水平的4个因素中,忧虑性对男女生的心理健康都有显著影响,而紧张性因素只对女生的心理健康有显著影响。同时,通过田野调查探讨了影响少数民族大学生心理健康的原因。     

Evaluating the case for greater use of private prosecutions in England and Wales for fraud offences

This paper considers the challenges and opportunities that exist in England and Wales for the use of private prosecutions for Fraud. It considers the need for sanctions against fraudsters: looks at the prosecution landscape as it has evolved, especially during the 21st century: considers the legal basis for private prosecution and gives a brief history of its extent. The advantages and disadvantages associated with private prosecution are considered and recommendations made on the changes needed before there could be significant developments in the use of private prosecutions.

South European Healthcare Systems under Harsh Austerity: A Progress–Regression Mix?

This article addresses the question of whether the economic crisis provides a politically opportune time to drastically curtail public healthcare in South Europe or whether, instead, there are signs of longer-term reform strategies for potentially balancing fiscal targets with the quest for enhanced value and health outcomes, when eventually growth resumes. After a brief examination of the profile of healthcare systems in Greece, Italy, Portugal and Spain prior to the crisis, we comparatively assess the mix of retrenchment, restructuring and recalibration strategies. The effects of the austerity-driven reforms on current (and expected) health outcomes are also briefly analysed. We conclude with reflections on the future of public healthcare in South Europe.

美国法对董事注意义务的规定都引入了善意的要求,尤其是将对善意要求的违反作为规避商业判断规则的条件,即违反了善意要求就可以追究董事违反注意义务的责任。从善意的界定及其与董事注意义务的关系出发,探寻"善意要求"在这些具体义务上的适用情况,从而明确"善意"尺度对于注意义务的重要意义,并结合我国公司法的现实情况,进一步提出立法建议,有助于对我国董事注意义务制度完善。     

Adoptions Gone Awry: Enhancing Adoption Outcomes Through Postadoption Services and Federal and State Laws Imposing Criminal Sanctions for Private Internet Rehoming

The federal government should invest in adopted children who make up the future of the country and are in dire need of rehabilitation and therapy because of their past circumstances. If the government steps in to rescue vulnerable children from inadequate or abusive birth parents by removal, it should also intervene when adopted families are faced with behavioral problems of adopted children that the adopted parents cannot address on their own. Postadoption services need to be accessible and effective to ensure the success of adopted families. Assisting families in crisis postadoption will lower the instances of dissolution and rehoming and keep adoptive families intact. In cases in which postadoption services fail, uniform federal legislation is necessary to make it a federal crime to advertise children for adoption on the Internet without proper certification and state legislation is required to make it a crime to pass on adopted children to strangers without judicial consent, to dissuade Internet rehoming. Internet rehoming of adopted children should be a serious crime as it is tantamount to child trafficking.© 2014 Association of Family and Conciliation Courts

• Postadoption services need to be more accessible and more narrowly tailored to the needs of adoptive families to ensure the success of adoptions.
• Better postadoption services create better adoptive families and adoptive parents will not reach the point of dissolution or private Internet rehoming.
• Adoptive parents should be provided with information regarding all available postadoption resources after adoption is finalized and a government Web site should be created that lists all available resources.
• The federal government needs to provide funding to states that specifically target postadoption services.
• A uniform federal statute is required to punish parties who use Internet forums to avoid government oversight and privately rehome their adopted children.
• States should enact laws that criminalize the unauthorized interstate placements of children.

     

Pfadabhängigkeit in der Mehrebenensteuerung: Das Beispiel Palliative Care

Wir argumentieren, dass das Pfadabhängigkeitskonzept des historischen Institutionalismus ein geeigneter Ansatz zur Integration des Top‐down‐ und des Bottom‐up‐Ansatzes der Mehrebenenvollzugsforschung darstellt. Unser Testfall ist die Umsetzung der Nationalen Strategie Palliative Care in den Kantonen. Mittels deskriptiver quantitativer Nachzeichnung und dreier Fallstudien wird die Pfadabhängigkeitshypothese untersucht, dass sich die Palliativversorgung in den Kantonen entlang von Pfaden entwickelt, die durch spezialisierte stationäre Einrichtungen vorgegeben werden, und dass es dem Bund kaum gelingt, diese anhand der Nationalen Strategie Palliative Care zu durchbrechen. Die Empirie bestätigt die Annahme des historischen Institutionalismus, dass positive Rückkopplungen zu Pfadabhängigkeiten führen und dadurch eine Anpassung der Institutionen an die sich wandelnde Umwelt erschwert wird, wobei sich in den Fallstudien unterschiedliche Formen positiver Rückkoppelung mit unterschiedlichen Wirkmechanismen äussern. Spezialisierte stationäre Einrichtungen können als jene Institutionen gewertet werden, die die Entwicklungspfade der Palliative Care und somit das Versorgungsarrangement in den Kantonen prägen. In Bezug auf den Einfluss des Bundes hingegen lässt sich kein allgemeingültiges Fazit ziehen. Vielmehr zeigen die Fallstudien die unterschiedliche Bedeutung kantonaler Pfade, die durch die drei Formen positiver Rückkoppelung theoretisiert werden können.     

Increasing access to rural maternal health services in Zambia through demand-side interventions

This paper examines a demand-side intervention that significantly increased access to maternal health services in rural Zambia in a context where skilled birth attendance rates had been stagnant for over two decades. Aspects of the intervention design that were crucial to the programme's success were the participatory and adult learning-centred approach used to mobilise intervention communities, the use of a community volunteer model, and the design's sensitivity and responsiveness to underlying social factors and problems. The demand-side intervention is already being scaled up in six districts, and is highly suitable for national level scale-up.     

China’s Response to the Ebola Virus Disease in West Africa

This article examines the Chinese response to the Ebola outbreak in West Africa, first surveying Chinese interests in Guinea, Liberia and Sierra Leone. Many Chinese workers have been evacuated and projects postponed. For the first time, China has extended humanitarian aid to countries facing a public health emergency. China is under pressure to ‘do something’ but faces its own developmental challenges as well as problems of logistics. Chinese knowledge of Africa is still relatively weak and uninformed. Although China’s assistance dwarves that from the other BRICS, the Ebola crisis has revealed problems in Sino-African relations, not least the gap between rhetoric and reality.
